I am guessing that the fine is not "legally" payable - more of an excuse for a club to exclude a member of their club (he can have his licence back when he pays his fine etc.).
I agree with the point - he had to appeal to the very same people that he was appealing against ! under these circumstances, in no way on earth was he going to "win".
