top rank have him fighting another journeyman next, the guy is 22 and 0 and is 33 years old, surely time to fight someone ranked in the top 15 ?

I think he'd lose to everyone in BoxRec's top 15. It may be more advisable for him to keep building his inflated record while hoping for a cashing out opportunity.
