Why is it that Floyd & Manny seem

To either get Bayless or Weeks as there referee every fight Do these referees maintain the way the fight is fought in there favor.
Who picks the referee fighter, trainer or promotor ?

I think both fighters like Refs who will allow them to fight cleanly, neither Floyd or Manny are dirty fighters and those two Refs usually do a good job of maintaining control of the fights they officiate.
Notice I said, "usually" (Weeks sucked a$$ in the Chino vs Money 1 fight).
