vacant EBU-EE European External European Union heavyweight title

Im just scanning thorugh a few heavyweights while uploading some fights. I came across this title in one of a Germans records. The titles are just getting bizarre by the week.

For Heavyweights who are European, but from a no EU country.

A title for fighters from any country where french is an official language?

The proper Euro title has had lower level sisters in the EU and EE for a long time.
Sprott held the EU I believe and Arnold Gjergjaj held the EE.
As part of the EU obviously we have seen more of the EU but British boxers will qualify for the EE in a year or two
