Cuellar is the WBA Champion now. If he defends the title 5 times (or unifies by getting another organization's belt), he will be elevated to WBA Super Champion. In which case the Interim Champion will probably be elevated to WBA Regular Champion, and somebody else will get the Interim title.
So in other words Walters just handed Cuellar and Haymon the WBA title by winning yesterday.
