IMO, it's a monster generating unsafe boxing, particularly in regional title fights.

No. I believe it would make it far worse with fighters cutting weight to the extreme and not having time to rehydrate properly.

Would they cut weight like that if they had to fight on the same day?

You would hope they wouldn't but I know a fair few in the industry who leave it too late to get to the required limit. Even with 24hr weigh in you see blokes who are running or in saunas to make weight. It just makes it dangerous if they haven't got time to rehydrate. The 24hr weigh in came in for a reason to stop the deaths from dehydration.
