How has Frank Buglioni got a WBA World Title shot?!?

Not that Im complaining mind you, good luck to the guy...
I just though you had to be ranked in the top 15 by the sanctioning body (which Frank is not), or does that not apply to the regular WBA World Title??? lol
Incidently he is ranked No.5 by the WBO sanctioning body!

Was it not that rent a gub Don King that said 'it's not what you deserve it's what you can negotiate' or something along they lines? True saying I suppose! It is a bit of a piss take that Buglioni is fighting for a title that none other than Carl Froch held but a few months ago! Good luck to him though.

And you can be sure the commentators will remind us endlessly about Frank's big fan base and what a big ticket seller he is, until Chudinov takes over in round 2 and stops him in 5
