From the WBC convention:

Junior middleweight – It was decided that Floyd Mayweather Jr., who holds titles at 147 and 154, would become the “Emeritus champion” and that the titles would be vacant.
President Mauricio Sulaimán explained that a tournament would take place. A letter would be sent out to the Top 10 contenders in the division to see who was willing to participate in the tournament. Once the boxers have made their intentions clear, the brackets to decide who would face one another will be announced.
Welterweight – Same as above.

Can anyone explain why the WBC doesn't include some of the best at the weight in their rankings? They aren't the only ones, but it makes them look like idiots. If you need examples, you need to follow boxing more.

I may be wrong but I was under the impression that if a fighter challenges for a title or has an eliminator within one of the other organizations the WBC drops them from their rankings out of spite.

True one of the problems with boxing. It's good when the ABCs mandate fighters when it makes good fights however on the flip side they rank fighters like Jo Jo Dan or Mohammadi so high and force complete mismatches.

Still looking at those rankings fairly decent fights to be made. I would liked them to make DSG v Khan for the vacant 147 belt though

The alphabets' ludicrous ratings really ought to be their downfall. It seems incredible that such organisations get away with it and that both they and everything they stand for aren't deemed a complete laughing stock. The boxing media seemed to lose interest long ago.
