Usyk and Spence haven't defeated anybody to be #1. They have a good potential though.

Hate to say it but the undisputable #1 & #2 in the HW division are Fury then Wlad. You can't deny that.

Kovalev is clearly #1. Ward has moved into his division. Up to him and Stevenson to knock him off.

Golovkin and Gonzalez are the top 2 p4p in the sport and have been for a while so they are far and away kings of thier divisions.

Pacquiao/Bradley winner is welterweight #1, few up and comers but Pac or Brad are the fighters they need to beat.

Rigondeaux needs to fight. I'll give him #1 but Frampton is knocking on the door.

I always enjoy someone basing their rankings on who they IMAGINE a fighter would beat rather than who a fighter has actually beaten. It almost removes the need for fighters to box each other at all.

Which is pretty much what you have to do in boxing these days since less and less guys want to fight each other.

Sad to say, despite having been a boxing fan for 40 years, I don't know who the best is in many divisions. Too little exposure, too many belts.

Cruiserweight - f knowns right now.
Kovalev without doubt, the ward fight will cement who the man is.

Jr middleweight - god knows.
Floyd, - he hasn't really retired.

Mine has ended up fairly similar to Gilgamesh's. Like the OP I'll try to ignore "lineage" and just go for the guy I think is the best, based on available evidence.

For the record I don't think Tyson Fury is the most talented Heavyweight right now, and I think at least 2 or 3 of the Top 10 could beat him, but nobody has a bigger win than his win over Wlad so I have no choice but to give him the #1 spot for now.
