According to the WBA, the fight is on, but only if Kovalev and Ward both win their upcoming fights... Kovalev fighting Chilemba July 11, and Ward fighting Alexander Brand August 6th:

Seems a bit odd to sign for a big fight such as this & schedule it so far in the future.

If they want to fight, why can't they fight each other next?

They can't even use the line about keeping active, as neither are that active, especially Ward, who seems semi-retired at the moment.

Very risky business taking on supposed tune-ups because anything can happen.

Not necessarily odd. considering De La Hoya did this with both Hopkins and Whitaker. But I agree with the risk as DLH basically lost to Sturm for his Bhop tuneup and Whitaker was down in his tuneup before DLH.
