What was allegedly's first show as a promoter licenced by the Board? And why did many in the immediate aftermath think it would be his last?

I read somewhere his first show ever was Mclean vs Roy shaw (ii) but obviously thats on the cobbles.

I think I went to some of his first shows. At The Bloomsbury Hotel ( or in that area )

Not sure why they thought it would be his last though

Yes, at the Bloomsbury Crest Hotel. Warren was very ambitious (and naive) in his choice of main event. It cost him an awful lot of money.

Another good answer (there was crowd trouble at an early Warren show). I think this one is a bit before everyone's time (sadly, not mine). In December 1980, allegedly brought over world class American Jerry "The Bull" Martin and paired him with another American Otis Gordon. Two Americans topping the bill in London! Nobody was interested, least of all TV. Warren lost £25,000 (probably about 100k today) on his very first show.
