WBC President Mauricio Sulaiman, together with VADA President Dr. Margaret Goodman, officially announced the Clean Boxing Program on May 5, 2016, in Las Vegas, Nevada.

The enrollment process began on that date in which all WBC champions and the top 15 ranked contenders have to mandatorily enroll in the Clean Boxing Program (CBP).

The CBP section of random out of competition testing is administered by VADA and the unannounced testing to eligible fighters performed through the VADA process and procedures.

The enrollment process, which began on May 5, was also extended until today, as the ratings for October are being released, and those fighters who did not enroll have been taken out of the WBC ratings.

The work to get this program started has been monumental, and the WBC wishes to thank all those WBC members, promoters, managers, and many others who have actively worked to enroll all fighters. The leadership of Luis Escalona and Margaret Goodman has been exemplary.
FIGHTERS WHO DID NOT ENROLL IN THE CBP:

David Haye – England – Heavyweight
Jean Pascal – Canada – Light Heavyweight

Fantastic news if you're not Khan's biggest fan

Not that he deserves another shot at a world title anyway.

i dunno about juicing but Haye regularly looks gakked off his nut on TV and there was that video doing the rounds a few years back of that bloke who mugged Khan waving his purse and going on about how they found his "acid and yayo" (not that acid shows up in a drug test).

If they're not in camp, let the boys have their fun.

I reckon that the unnecessary intrusion on the day-to-day lives of fighters between bouts facing "out of competition Random testing" would be considered as a monumental pain in the ársé to some fighters, which is much akin to the IBF’S morning weigh-in rule, will ultimately result in the weakening of the top-15 roster of the WBC per weight division… especially if the burden of the cost of the VADA testing results in the rising costs of sanctioning fees.

I mean, the WBC have introduced an ambitious scheme that is morally correct, but may have detrimental consequences on the calibre of fighters affiliated with that organisation, not because I believe all boxers are taking PED’s, but because of the enormous burden of the out-of-competition random tests.

Recreational drugs aren't offenses out of competition.

Exclusive: Jean Pascal talks WBC Clean Boxing omission - 'I pioneered drug testing with Floyd Mayweather!'
Pascal is now fully co-operating with the World Boxing Council on this matter and hopes to be reinstated to the ratings once his forms have been checked and received by the Clean Boxing Program.

“I proudly consider myself one of the pioneers when it comes to drug testing,” Pascal exclusively told World Boxing News.

“Boxing is dangerous sport and testing for performance enhancing substances ensures the safety of the boxers by keeping the playing field level.

“I can assure everyone I will be enrolling in the WBC's VADA program. My paperwork was sent last month, but apparently they had some logistic problems or a lack of communication with VADA."

He added: “Floyd Mayweather and I were the first boxers who required blood testing in the early days.

“Even Bernard Hopkins didn't want to take the test in my rematch with him in 2011 so say no more about that,” he joked.
