It seems as though the WBA's stipulated deadlines are pretty meaningless in regards to Jacobs and Golovkin.

You could be right, but the “HBO exclusive contract” obstacle is regularly cited by Kathy Duva as the reason why Kovalev can’t fight Stevenson, because Main Events couldn’t afford to lose the purse bid when the Russian was the mandatory challenger to Adonis' WBC belt, as Sergey is only allowed to have his bouts televised by HBO.

Pacquiao was once instated as the mandatory challenger to Mayweather’s WBC welterweight title, but Top Rank withdrew and decided to go the WBO route instead, and one of the reasons cited was due to Manny’s an exclusive contract with HBO… and they couldn’t afford to lose the purse bid to GBP/Haymon for the same reason as Kovalev.

What you’re proposing sounds feasible, but I suspect that HBO may be unwilling to compromise on contracts, based on their track record.

Duva clearly screwed Sergey up in the Stevenson purse bid situation. That situation was also different, because Sergey was in a mandatory role, not a champion role, so he didn't lose his belts when he withdrew. Pacquiao situation you mentioned is also totally different.

If knowing that getting all belts is so important to GGG, K2 and HBO can't agree on some kind of a cut/compensation for the contract breach in the mandatory situation, then Golovkin needs to run either from one or from both of them.

I don’t think the Kovalev and Pacquiao situations were really that much different to the Golovkin-Jacobs issue, because it was pointless for aforementioned fighters to participate in purse bids, because their exclusive contracts with HBO prevented them from having their bouts televised by HBO-rival networks.

That being said, I wholeheartedly agree with your general sentiments about GGG, K2 and HBO coming to some sort of compromise to allow Golovkin to retain ownership of his WBA tile in order to fulfil his long-term goal of unifying all the belts.

If K2 and HBO would come to an agree to allow GGG to fight on other TV network for this fight then it would be great but I doubt HBO would do it. Anyway I hope they would figure out a good deal for everybody and make the fight.
