He said before the fight and even after. There was plans to move up to 175. So he would have had to vacate his titles.
Anthony Dirrell is WBC #2, so would mean him vs. Smith for the vacant title. This is still likely.

There are some nice catches at 175 for Jack to attempt.

Jack would beat Callum for my money, he's fought the best in the division except for Ramirez, who has Callum fought at world level?

Maybe , but there's only one way we will ever know
If Smith takes a step up in class
Hope it's sooner ,rather than later as he is stagnating fighting mediocre opponants .

He is mandatory challenger.
How would it work? If Jack takes up the rematch, will WBC allow him to or strip him and have Smith vs. (next available ranked)
Meaning Jack vs. DeGale only for IBF?

You may be right, but you may be totally wrong, as your logic is wrong. The fact that Smith haven't fought top opposition doesn't make him any worse.

That is my reason for picking Jack, that's not to say it is impossible for Smith to win at the end of the day he has a chance but Jacks performances against the top guys steer me to picking him. What's your reason?

Your spot on he was on a run with Rebrasse, Fielding, Mohammedi then they just started feeding him cans again.

That's fine by me. If he can't make the weight, then at least we managed to see him end his spell as a 168lb-er with his marvellous bout against James DeGale.
