Who's the Greatest Non-Champion in History???

Who is the greatest non-champion in history??? There were a couple of hall of famers that could have been easily world champs today.

I like that list, too. For me is very interesting the name of Elmer Ray. (Hey, he got my name, ha ha ha ha ha!!!).
