I know he was around 39, but did he just retire at 29-0?

Found an article on him from 8 October 2000, which mentions a bit about going into promoting but doesn't mention retiring. He is from St Lucia like Julius Francis.

I also read that he was unbeaten from the age of 14. He worked the Ojay Abrahams corner when he fought Jimmy Vincent back in December '01.

Jacobs fight with Leslie was on the Beeb I seem to remember. Boxing was only really a hobby to him though.

Yeah, it attract a good audience aswell.
Jacobs was in a awkard position, whilst undefeated he knew his level. He was too good for the guys in the lower half of the top ten, but knew he would get outclassed by the likes of Eastman.
So really there was know where for him to go, he didn't have the ambition to test himself against the best (and risk losing that undefeated tag).

I attended a show in Paddington in March last year and Lester was the promoter. Ajose Olusegun was boxing that night and I seem to remember my first glipse of Cathy the Bitch Brown.

Lester is a real comedian and is always good to have around.
although retired he is still very actively involved in boxing...
He was going to fight Eastman at one point about 4 years ago....
But when the offered him £5k for a title fight on sky TV he told them to stick it where the sun dont shine..... and rightly so
