Terence Crawford has nothing to prove at LWW, and, he will move at WW, certainly.
What do you predict about ruling at 140 in the future ?
For me, Mikey Garcia might be the next ruler at 140.

Think you've answered your own question.
Although the belts will get split and we will likely see Garcia, Indongo, Postol, Broner etc all get shots, guys like Troyanovski, Molina, Barthelmy, Burns all possible opponents.
With 4 vacated belts you are even likely to see guys well outside the top 10 get opportunities.
Garcia is the man after Bud moves up but we will not see a fight for more than one belts at 140 for a few years now.
As a Scot, I'd like to see Josh Taylor get a chance at one, maybe against Burns if he beats Crolla. Not exactly elite level but thats the kind of fights we can expect to see when the man at the weight vacates 4 belts (or more if you count the IBO and when you factor in the 2 the WBA will make available)

I don't see Garcia fighting there regularly anytime soon, Lightweight is a much better division. Josh Taylor looks pretty good, I wouldn't mind seeing him fight Lippnets. Ramirez has potential, pretty weak division past the p4p king.

If the organizations actually matched their top two contenders for vacant belts, the first set would be something like
Orozco, Lipinets, Prograis, Barthelemy

Garcia likely returns to Lightweight as there's a lot more interesting action there at 135 as Saad mentioned. He'll be back at 140 in due time, and if it's still as shallow as it is now he'll have no problem besting that level of opponent.

Mikey Garcia claimed that his fight against Adrien Broner at 140lbs was simply a one-off. He’s looking to move back down to 135lbs and unify that division, starting with a bout against Jorge Linares.
Whilst he didn’t rule out potential contests at 140lbs or 147lbs, he did say he’d only consider making the jump to those higher weight-classes for really big paydays.

If Mikey don't move back down, I think he can become undisputed. As for no Mikey staying, Orozco, Barthelemy, Relikh, Lipinets, Troyanovsky, and Broner probably. I think even Broner would've beaten Indongo.
