Manny Pacquiao and Miguel Cotto aren't going to retire in 2017, but Shane Mosley, Andre Ward, Timothy Bradley and Juan Manuel Marquez all deserves some consideration, since they really have retired.
In terms of the fighters you've listed though...
Here are the dead-cert 2022 inductees (in order of accomplishment and likelihood):
1. Floyd Mayweather Jr.
2. Roy Jones Jr.
3. Wladimir Klitschko
Note: I personally doubt the sincerity about James Toney and Roy Jones Jr’s retirement from the sport. Several reputable journalists feel the same way too. And assuming we're all correct about this, then I’d expect a close call between Juan Manuel Marquez and Andre Ward for the battle to become the third inductee. I’d personally favour the S.O.G. to gain the nod for the third sport, based purely on accomplishments, even though I have always preferred watching Juan Manuel Marquez fight.
For the record, these guys could be up against some really great names that aren’t listed in your poll, but are included in the IBHoF ballot nearly every year, such as:
• Nigel Benn
• Chris Eubank
• Donald Curry
• Genaro Hernandez
• Julian Jackson
• Michael Moorer
• Dariusz Michalczewski
• Sung Kil Moon
• Orzubek Nazarov
• Sven Ottke

Manny has already said he won't be fighting again until next year. But since he is on the poll it's an easy one, Floyd, PAC and rjj. Ward should be on the poll.

The names I listed Shane Mosley, Andre Ward, Timothy Bradley and Juan Manuel Marquez all officially announced their retirement from the sport during 2017. That’s all I claimed. Read my words.
They may not necessarily be first-ballot Hall-of-Famers, so Bradley, Mosley and Marquez could be included in the ballot for 2022. I also listed seventeen other fighters that could still be included in the IBHoF ballot for 2022.
Bernard Hopkins can be included in the very same 2022 ballot, since the five year anniversary of his retirement falls after the typical date of the IBHoF annual ballot (i.e. the voting deadline).

Cotto very recently signed a multi-year multi-fight deal with GBP, which he did after claiming he would retire during 2017.
Perhaps you're right, maybe Cotto really will retire by the end of the current calendar year, but this conflicts with the info. that I've read.
I can provide you with links to justify my opinion, if you want? I've actually found an article published by BS where they quoted Cotto confirming this.
I hope I'm wrong. I hope he really does retire soon.

Nah don't bother, I'm not that interested; I'm sure his situation will change half a dozen times anyway. I also hope he retires soon, he deserves it.
You're right anyway. Cotto has repeatedly said his last fight is in December.

The voters are highly under qualified. I doubt any of them have seen michalczewski fight.its 5 years from your last bout.

I agree. Jackson, although probably one of the best punchers in boxing history, always fell short of greatness. He was world champion, but from memory, not sure he defended it that much.

A fighter has to be "retired" and also having not fought for five years prior to being entered. George Foreman wasn't inducted until 2003. I think it only started in 1990, judging by the years the fighters were inducted.

Wasn’t Julian Jackson a three-time world champion, won titles in two weight classes, competed in fourteen world title fights and also KO’d seriously talented fighters like Terry Norris & Herol Graham? Didn’t he also have an 11 ½ period where he only tasted defeat to the great Mike McCallum.
Somehow though, Terry Norris makes the IBHoF, but Jackson doesn’t?

I think the criterion is very subjective. It’s not always about talent or accomplishment.
Arturo Gatti was an inductee; because of he achieved “greatness” from his historical contribution to the sport, primarily on the back of his legendary wars against Micky Ward.
Therefore, there are “better” and far more accomplished fighters than Gatti that haven’t been inducted, because their overall contribution to the sport of boxing wasn’t as significant.
Sylvester Stallone has been inducted to the IBHoF (as an observer), but he can’t fight for shít, but he’s one of the sports’ most significant figures in its entire history.

Ottke & Michalczewski were pampered, protected Germany-based fighters whose chances steadily diminish now that they have been gone for over a decade.
Nazarov's resume is too weak because of his short pro career after too much time in amateurs.
Gamez was a belt-collector whose Venezulean connections gave him lots of world title shots but he was only 7-8-1 in world title fights.
Vargas is borderline because his progress was cut short by the brutal beatdown from Trinidad. Same could be said of Taylor although his beatdown by Chavez was not nearly as brutal (but still was a career downward turn).
Rosi has nice numbers due to his impressive longevity of 27 years but fact is that he rarely beat a world-class fighter and lost to several who were less than world-class. His career-defining win was a hairline decision over Lupe Aquino.
Other than that, the list is pretty solid.
