Louis Ortiz is a repeat offender at testing positive for "banned substances", with VADA, whom the WBA have established a partnership with.
The Cuban didn't follow VADA's procedures by disclosing his medication (being prescribed with banned substances), didn't disclose his medical condition, didn't request an exemption to allow himself to continue taking the aforementioned drugs during his training camp for the Wilder fight, he did not request for his B-sample to be tested to clear his name and he even admitted taking those drugs.
The WBC's physicians performed an extensive battery of tests on Ortiz and could not detect any evidence to suggest that he actually has a medical condition to justify continuing to taking those drugs. The symptoms apparently "went away" (conveniently) shortly after he failed the drug test.
Instead, the WBC used their discretion to trust the Cuban's own elderly doctor for the justification for him having previously taken those renowned masking agents.
So instead of banning Luis Ortiz, the WBC decided to fine him for failing to follow procedure.
In my mind, the WBA's measures are more appropriate, because they suspended him, but they will grant him an opportunity to have his ban lifted on the 22nd March, 2018, if he requests it.
