Why isn't Eastman defending his European title?

So Howard Eastman fights Jerry Elliott tonight in an eight-rounder. This must be a first for a WBC number one. The obvious question to ask is: why isn't it a European title fight? Elliott is a natural middleweight and boxed a WBA title eliminator at the weight recently, so is surely an acceptable challenger.
He simply put on a few pounds to challenge Brian Magee last time out.

Because Elliot is from Nigeria and EBU have certain weigh in rules (you are being weighed in 3 times during a 2 week period) and maybe Elliot simply couldnt make it to 160 and the fight is contracted to 163 or something like that.

But Eastman isnt WBC #1 ?
Last i heard he has to beat Taylor in an eliminator to even get a chance of a shot at Hopkins.

The fight turned out to be a ten rounder, i am sure i even heard the MC (bumbling as usual) saying that it was an eight rounder? What happened there?!

He kept rocking back and forth, i had a headache by the end. He has become a charicature of himself. Richie Woodhall is a shameless "Yes" man as well

lol........ Steve Dunce as presenter. The appeal was lost on me as I had had quite a lot to drink, and was asleep by round 8 of Eastman fight.
