As it stands, it will be against Fres Oquendo but it sounds like they're hoping for Charr.

Like a school yard bully, seeking out the weakest opposition.
No one even talks about the holder of this nothing belt. All the guys who are serious about making the big fights don't even consider it worthy of having, and neither do I.
Does having it make one a contender for Joshua?
No.
Beating Whyte does.
Does having it make one a contender for Wilder?
No.
Beating Whyte or if you really have to, Brazeale does.

Well technically it would make him #1 contender to Joshua.
But it's a bullsquirt move.

6:10 says Miller is planning to fight on Nov 17th card in Atlantic City.
Got to be Oquendo right? maybe Bryan but that's less likely and will probably come after to unify the regular belts.
The card has been rumoured to have two title fights, presumably this and Clarissa shields so the card won't be especially great. Fingers crossed that Oquendo can retire on November 18th having received his title shot.

Jarrell Miller is indeed a 'big baby.'

It will definitely make him closer to Joshua. That can become a good way for Miller for Joshua's belt. This paper regular belt is always on the line for some awkwardly chosen challengers. Charr, Ustinov, Oquendo, etc. Miller wants an easy way to become a mandatory.

It's not a real title but that's ok because I kind of feel sorry for Oquendo. Fres isn't the most exciting fighter in the world but he has been robbed and had a lot of close fights go against him. His fights are almost always cancelled.

I agree, Tony. Fres deserves a chance to fight for the belt, with all the nonsense he's gone through.

To overstate the obvious, it's just a fight. It's not for any real title. Sure, I'd rather Miller fight a genuine top 10 guy but its better than no fight at all.
