These two ATGs were in the similar situation. They both had prolonged reigns, where they had no opponent of their level in prime conditions. Both of them were universally recognised as the top competitors of their eras, but still none of them was able to score a formal status of an undisputed champion for different reasons.

Klitschko defeated more opponents from the highest level of his era, left almost nobody to his brother, while Holmes didn't face the likes of Dokes, Coetzee, Page, for example. However, those fights would have most likely been formalities, as Holmes would have won those guys with almost 100% probability leaving them only the chances of "everything can happen in boxing". But despite the fact of Klitschko a bit edging in quantity, Larry still was leading in quality of opposition. The likes of Witherspoon, Cooney and Smith could have been compared with the likes of Povetkin, Haye and Chagaev, but still Holmes had Norton scalp. Of course, Ali was old and rusy, but Norton in Holmes bout, despite participating in the number of wars prior to it, was able to provide "the last hurrah" type of performance, where he gave everything what was remaining.
So I gotta pick Holmes.
