According to the fact, how and whom they have fought for the current moment, I can make the top-5 this way:
1. Hrgovic
2. Joyce
3. Gorman
4. Dubois
5. Yoka
However, everything can change very fast for them and for the others. Kabayel beat Chisora, but then he was wasting his time. Rivas can emerge in the case of winning Jennings. Ajagba is talked more, than some other guys, and he looks solid, but he hasn't done anything special yet, probably the most of the attention came to him after his opponent's infamous surrender right after the opening bell.

That's a difficult question to answer because they are of very differing ages and stages of development. I'd add Vladislav Sirenko to that list. it's perhaps a bit premature but Bakhodir Jalolov may be one to watch, Oleksandr Zhakhozhy. There are a few others but I've left my comments below against each name you listed ...
My top 5
Short term Joyce, Hrgovic, Kuzmin, Yoka, Dychko
Longer term Miljas, Ajagba, Milas, Teslenko, Dubois

Hrgovic Destined for the top I reckon. Champ or thereabouts.
Joyce Already top ten he just hasn't had the chance to prove it.
Dychko Should make top 10 but not a title threat IMO
Kabayel Decent fringe contender already. I don't see him progressing much higher.
Kuzmin Starting to make his move. Should make top 10 maybe higher.
Gorman Decent all-rounder may be hampered by his velociraptor arms (73" reach)
Yoka Not entirely convinced by Yoka but he isn't short of talent.
Teslenko I think it's about time he started to impose himelf on the buzzing Canadian scene.
Wallin Decent Euro level boxer. Lacks power.
Ugonoh Still a prospect? He has ability but his gastank seems a bit suspect.
Franklin Good boxer but doesn't have the style to turn being short to his advantage.
Zhang At his age he should be considering retirement rather than contention.
Miljas Already made his mark on that exciting Canadian hwt scene. Should go far.
MIlas His wins over Kingpin and Piano-shifter show he's already making good progress.
Ajagba It's absudly premature to make extravagant claims but I really like the cut of his jib.
Dubois His very young and shouldn't be rushed but he looks very promising.
Rivas We will soon have a better idea after the Jennings fight. Good amateur background.
Bryan Making great progress up the rankings without fighting anyone. Will get found out.
Spong Should decide if he wants to be a boxer and if so then take some real fights ffs.
Lots of up coming talent

I would've had Dychko on my list, but his lack of activity leads me to believe he's having management/promotional issues. Yoka's suspension and subsequent inactivity puts him off my list as well.
That said:
Short-term (2019/early 2020): Hrgovic; Joyce; Miljas; Gorman; Teslenko
Long-term (2+ years): Ajagba; Dubois; Jalolov; Rony Hines (very long term); ???

Good NOT to see Tom Schwarz on any list. A stinker.

am i the only one not that impressed by hrgovic, i mean, at least not in a 'next big thing way'? (i think he can defo be a decent contender though)
he got hurt by tom little and really laboured to a decision over sean turned (who nathan gorman destroyed quickly)
hes big and strong but kinda of slow and a bit open, and pushy with his shots

I'm not blown away by his credentials and performances, but as compared to other prospects I'd say he's in top five. Maybe more for experience and where he's at, rather than raw talent.

I guess at this point, who would you rate ahead of him that is an emerging HW?

I like the way you break it down into 2 groups, so I'll do the same:
Short-Term:
Michael Hunter (Included him since he has fewer fights/shorter career than Rivas, etc)
Filip Hrgovic
Joe Joyce (Needs to pick up the pace at age 33)
Ivan Dychko (Needs to stay busier)
Oscar Rivas (Protected too long. Jennings is his last shot)
Long-Term:
Efe Ajagba (Obviously on the cautious road of development but shows great promise)
Tony Yoka (Suspension has slowed his activity and progress)
Frank Sanchez Faure (Impressive Cuban amateur career)
Daniel Dubois
Petar Milas (Stopped Kevin Johnson, who went distance with Hrgovic & Dubois)

1. Usyk
2. Hrgovic
3. Kuzmin
4. Joyce
5. Afonin
Guys that I like so far. I think Kuzmin is probably the most advanced from that list, but I think Joyce will have him beat if he faces Ortiz like rumored.

I have a good feeling about Efe Ajagba since i saw him at olympics, that guy is suited for pro boxing. I like Sergey Kuzmin too. Definitely not impressed by Joyce or Yoka. Preferring Usyk to stay at cruiser for at least 2 fights, but in fact there is no one except WBSS winner and it will be not available anytime soon.

I actually bumped Miljas from short to long term simply to make room for Dychko. I must confess I'd not noticed his lack of activity.

Yes the same thoughts did occur to me, but his success as an amateur and his Klitschkoesque attributes have led me to sweep any misgivings under the carpet for the moment. I'm also a little concerned by his less than stellar firepower. Time will tell.

Yeah, it is Rivas' last shot. I know he had eye issues, but he seems to have been either mismanaged or over-protected, or maybe a little of both.

I would actually like to see Rivas make some impact on the HW scene like his fellow Canadian-based Colombian homeboy Eleider Alvarez has done at LH. Alvarez' KO of Kovalev is one of my favorite recent fights. I used to really like Colombian world middle champ Rodrigo Valdes in the 1970s in his epic unification battles against Carlos Monzon. He came the closest of any of Monzon's world title foes to ending Monzon's legendary 79-bout unbeaten streak, losing 2 competitive 15-round decisions on broadcast TV (ABC's "Wide World of Sports"). I usually cheer for the American fighter but Jennings already had his world title shot, so I wont be too disappointed if Rivas wins.
