Is Jeff Horn really ranked higher than Demetrius Andrade?

Horn still has a lot of the points that he took from Pacquiao in that robbery. He lost some in the Crawford fight, and lost some during his transition up to the 154 division. I think he's due to get dinged by the poor opposition penalty in December if he doesn't fight someone in the top 9 before then (and if he does, then he's probably gonna catch an L and lose even more points).
