Lots to choose from and there are those who were robbed in some way. My list of those who were Nearly Men begins with David Price, as he came, saw and was conquered. I'll leave you all to add more.

Wouldn’t class Price as a nearly man, just got exposed a bunch of times, Herol Graham is a good example though.

Rocky Juarez would be a better modern example. How many shots did that bloke get?

Jones was v good. Well conditioned with a good punch too. Problem was, mccrory made him look better than he was. Curry really bashed him up

Never quite went "stellar" for Colin did it.....despite the fact that he had done most of the groundwork and his career was far from being a disappointment and he got a WBO.
Loads of Brit fighters fall into this category for me, although some of it was promoter hype.....
David Starie was very heavily fancied with the ABA titles to his name.
He got a lot of column inches and was considered a superstar in the making.
Beat Clinton Woods and dangerous domestic guys like Mark Barker and Sam Storey in his career also beat the decent Aussie Guy Waters too....but just did not deliver against Calzaghe (horrid, horrid performance) and then fought Ottke in Germany where it was necessary to kill Ottke twice over just to get a spilt decision
Ryan Rhodes, Neville Brown, Nicky Piper and Henry Wharton all got close but not close enough.
