Underrated boxers?

On Box Rec, most of the posters consider boxers such as Sugar Ray Robinson, Harry Greb, Henry Armstrong, Willie Pep, Carlos Monzon, and Roberto Duran as being the greatest of all time.
Furthermore, many posters consider boxers such as Marvin Hagler, Bernard Hopkins, and Floyd Mayweather, Jr. near the top tier of the greatest.
Question. ------
1. Do you think that boxers such as Benny Leonard, Tony Canzoneri, Charley Burley, Eddie Booker, and Lloyd Marshall are underrated?
If so, why?
If not, why no?
Please explain.
