Tough question..... my nomination is Lazlo Papp.

I had thought Sam Langford but he beat Tiger Flowers.

Pro tip: must be an old school fighter as 8 champs and only one holder.

Argentina's Eduardo Lausse was a fabulous middleweight who thrilled American crowds in the the 1950s.

Damn. I had only seen the loss to Thil.
Risko - well that means we are counting the NBA title..... which means we should count the EBU / British / BBBC World championships well such as Lee Savold, Len Harvey as world champs. Are we counting IBO, WBU etc as well?

only world titles
wba/ibf/wbc/wbo for modern day, no ibo etc
im not too sure what the consensus titles were going further back.......often there was just a clear 1 world champ situation though i know it started to get murky

Sugar Ray Seales? He never beat a world champion but he won an Olympic gold medal and drew with Marvin Hagler in the pros. He also gave Alan Minter a scare over here, busting him up before Minter found the finishing punches.

I was thinking Alex Arthur, despite having held a world title, but forgot he had an earlier victory over Ricky Burns.

For a modern fighter, I don't think Tiger Ari ever beat a world champion (might be one I'm missing?) Also Eijiro Murata might be worth a shout
As well as old guys I'd suggest looking at fighters in Japan, until recently they only had the WBC and WBA to aim for, so might have more modern(ish) fighters to consider.
