He was commentating on the 'Battle of the Platforms' circus show at the Hard Rock.
I know some don't like Paulie, but this is disgraceful.

Some kid trying to make a name for themselves on social media.
That sort of conduct is illegal in the UK, because protestors throwing eggs at politicians have received 28-day prison sentences, because it's a mild form of assault.
And if this kid isn't punished (or only receives a very light slap on the wrist), then this sort of misconduct will end up becoming some sort of bizarre and abusive social media trend that escalates to the point it gets out of hand and becomes physically harmful.

From the look of the footage he appeared to have caught up with him right then and there. I would assume Security quickly intervened. The kid was probably arrested, and I say kid because the way he's talking, and the act itself was completely idiotic. The kinda thing a dumbass kid would do.

looks staged to me, guy walked up with ease and dudes were already waiting there filming. a flour slap is perfectly fitting for a side show like that

Saw a brief video on it.
