I'm gonna add Povetkin, because he was a regular champion, Wlad was super champion.

Howard Davis Jr, also won the Val Barker.
Paul Gonzales at the '84 Olympics
There's a bunch of Cubans who never went pro, same with some of the old Communist countries. Lazlo Papp being an obvious one not to win a world title despite being a very good pro.
Dick McTaggart a great ama boxer who never went pro.
Terry Spinks also won gold but didn't win a world title, don't believe he challenged for one either, lsoing his British title to Howard Winstone.

Didn’t Peter Richardson medal with a gold? I know his pro career was a disaster of cuts, forcing him to retire

Yeh, I wasn't counting those that never turned pro.

Indeed. Looking at Wikipedia quickly, 6 of the last 9 super heavyweight Olympic gold medalists haven’t won a world title.
I suppose the total overall percentage would be interesting, if anyone happens to know it?
