Gerry Cooney vs Mike Weaver

The fight that was supposed to happen but was derailed by injuries. Could Gerry Cooney have won the WBA heavyweight title against Mike Weaver?
A lot of people will say Cooney would not have won the WBA title, because of the differences in quality opposition that he faced versus what Weaver faced.
However, considering Cooney gave such a spirited performance against Larry Holmes after such a long period of inactivity--- and that Weaver became a rather inconsistent heavyweight after losing the title--- I tend to think that Cooney may very well have pulled off the win.
Weaver had fought Holmes in 1979 and went 12 rounds. Cooney fought Holmes in 1982 and went 13 rounds. They also had a mutual opponent in Philipp Brown, where Weaver won a decision and Cooney won by knockout.
Of Weaver's 18 losses 12 (10 prior to 1992) of them were by knockout, so it is very possible that Cooney could have knocked him out. How do you think this would have gone?
