Fighters getting Foreign license

I remember hearing a few years back, about fighters who had medical queries etc, applying for foreign license to box.
Just curious, does it still go on much? Seen a few guys recently with Other licenses

Say for example you get knocked back by the BBBoC and are successful in getting a foreign license, you still won't be able to box on a BBBoC show

Im sure it was something like the maltese boxing board but if you arent boxing for the bbbofc there would be very few opponents

What about Luxembourg ?
Chisora and Haye held the license and fought in the UK.

Chisora & Haye werent suspended because of a medical matter,boxers who can't get a license with BBBoC through failing a medical can go elsewhere
I'm sure Ian Weaver did this with Luxembourg and Wayne McCulloch with an American State license
