Was James Scott ever ranked number one by the WBA?

Was Scott ranked number one by the WBA and then dropped from the rankings at a later date? Or this an urban myth? Eddie Mustafa Muhmammed (then Eddie Gregory) was ranked number one by the WBA at the time Scott beat him from what I've read.
