No Show Cancellation Fees and Reimbursements

Often boxers just starting on pro cards are stuck with expenses when opponents drop at the last minute. Few if anyone is going to enforce a low dollar contract to engage club fights.
What are the rules regarding posting a cancellation penalty fee that considers the expenses of both boxers and their management costs?
I just had a welter weight have three boxers drop after they agreed to take the fight. We packed up, purchased flights, rooms, etc., and then got stuck with the bill last minute.
Promoters seem a little lean on reimbursements. This is bad business and bad for the face of the sport.
