This fight is a tough call. But I'll venture a guess and say Ellis wins by decision.
Personally, I've always given Terrell much more credit than others. I think his performance against Ali was unreasonably panned by the critics. IMO, in that fight, Terrell showed durability, savvy, and world-class ability in going the distance against a prime Ali. That's no small feat, given that up until that time, Ali may have been the best heavyweight ever to fight in history.
But as much as like Terrell, I assume that Ellis was the better athlete, a superior technical boxer, and performed better than Ernie against world class opposite. Terrell's credibility was stained a bit by his loss to Thad Spencer, which happened during Ernie's prime. I can't picture a prime Ellis getting beaten by a contender of Spencer's caliber.

That's arguable. Actually, both had controversial performances. Some call Terrell vs Williams II, Terrell vs Chuvalo robberies, as well as Ellis vs Quarry, Ellis vs Patterson. Also, the Spencer loss took place after the Ali loss, which had started the downfall of Terrell.
It's fair to pick each of these guys to win. Yet I can't see this bout lopsided in favor of some of them.

We're basically looking at the most underrated heavyweight (Terrell) versus the most overrated (Ellis) in this matchup. If I was a betting man I'd probably lean towards Terrell's 6'6" frame and 82" reach over the former middleweight turn heavyweight.
Ernie had wins over gifted lighter weight turn heavyweight boxers Bob Foster (KO7) and Doug Jones (UD15), and defeated rugged Chuvalo, Folley, and Machen. Throw in the Williams fight if one wants, but clearly he improved mightily from their first outing despite any criticism on that rematch.
Outside of beating Chuvalo outright on the cards, there's not a single fight of consequence Ellis won that either wasn't controversial or had an asterisk next to it. For example, his razor thin decision over Quarry who had a broken back. Or his gift decision over Patterson basically being robbed of being the first 3x heavyweight champion. Don't get me wrong, he was good and tough, but... still in his prime years he lost a 10 round decision to BOONE KIRKMAN.

Ellis was clearly not in his prime any longer when he fought Kirkman.
As for "robberies" Terrell clearly won the Chuvalo fight. Wasn't even that close. Have never heard anyone complain about it, much less call it a robbery.
Most people thought Ellis won the Quarry fight. It was close. The broken back excuse is iffy. Have never heard it called a "robbery."
Ellis beat Bonavena in the WBA tournament. That was a fight of consequence.

Especially in the clinches, Ernie Terrell would have lean his body on Jimmy Ellis to wear Ellis down. Terrell by knockout in ten. It would be the same thing that happened to the great Bob Foster.

Terrell would outjab Ellis with his longer reach and landing long left-right combos to either decision him or stopping him late.

The Chuvalo-Terrell fight was in Toronto, they weren't going to be cheering. There has never been any controversy about this fight.
As for Quarry, news this "injury" came out several months after the fight. (You certainly couldn't tell just watching the fight.)
Can you imagine if 4 months after the 2nd Fury-Wilder fight, you started hearing that Wilder hurt himself wrestling with his brother before the fight? Would you just say that you can't give much credit to Fury? Of course, you wouldn't. If Quarry really was hurt, he should have been smart enough to postpone the fight, which he could have.
