Now whomever is the QS or cost consultancy on that job needs firing - But I'd hazard a guess they probably never even had one in first place and the main contractor is indulging every daft idea the client comes up with.

Plans were submitted in 2013.... its opening has now been pushed back to 2024

somehow I doubt that the only daft ideas being indulged were Khan's. I mean, he is very much the 'suggestible' type, I imagine, 'wouldn't it be amazing if you had this Amir?'.

He may not have been ripped off. Just made a bad decision or ten. It’s common when inexperienced people try to work in a new industry. They insist on doing it their way and then cry they’ve been badly advised when it comes tumbling down (like they aren’t fully grown adults)
