Can anyone at 168 and under beat Charr?

Charr is 39, close to a year of inactivity and is not a top 10 heavyweight. Who at 168 and under can pull a heavyweight world title victory against Charr?
Didn't Benavidez fight at heavyweight as an amateur? Well, he only had 15 amateur fights, so I'm not sure whether you really had much exposure to his amateur career.
