IBO champ Archie Moore's plight

It has come to the attention of Steve Shuffleshits, head of the IBO, that their recognized champion Archie Moore is ranked in the top 10. To his dismay, a title opportunity for Moore doesn't look to be in the works for week 10, most likely. SS has put out this following statement:
"Here in the IBO, we want our championship to lead to bigger and better things for it's holder. We notice this week would be Archie's second defense of the title while in the top 10. We'd usually strip the champion after this, but with Archie being our inaugural champion, this is what we propose to get him a title shot for a major organization.
Either this week or next, assuming Mr. Moore holds onto the belt, we offer this to the other 4 champions. Give Moore a shot at the belt, in doing so, you can be the first unified champion, IF you were to defeat Moore. In a rare move for the IBO, we will let you hold onto the IBO title for up to two defenses as a unified champion. Then the title will go back to a vacant title fight.
If that isn't a perk to give Mr. Moore a shot at a major title, IF you happen to lose to Archie, guess what, you will swap belts! You can still be a champion under the IBO. Same rules would apply though, if you were in the top 10, you could only defend the IBO title twice. Still, it can be seen as a good bargaining chip to get yourself into a major title shot.
If Mr. Moore is unsuccessful in weeks 10 and 11 in landing a major title shot, that would be 3 defenses of the IBO, Our group will have a meeting, and might have to strip him of the title for being in the top 10 with an extra defense of the title. Hopefully one of these champs steps up and we don't have to come to that decision."
As always, Steve Shuffleshits is the beacon of what a president of a title belt organization should be. Will anybody step up to Archie Moore?!? Seems like a win win, you either come out as a double champ, or the IBO champ!
