No way Taylor wins at any weight. He's probably competitive for a few rounds, but he would have gotten hurt badly by Armstrong

The way that Meldrick Taylor fought Julio Cesar Chavez was suicidal. It would be much more suicidal if he fights Henry Armstrong that way. If he does, Armstrong would not need a Richard Steele. Armstrong by knockout in 11.
