I don't count the alphabets. I voted Leon, which if you think about it, is kind of ironic.

That's who I thought of as well, but there are many solid options available especially if we include all of the alphabet title holders of the past 40 years.

As far as Lineal World Champions. The weakest ever is probably Leon Spinks.
As far as Alphabet Titleholders. I think Bruce Seldon, and Charles Martin are on a similar level of suckiness. Martin even only won his title because his opponent blew his knee out. So he won on a fluke TKO, and then was demolished in 2 rounds in his first title defense.
Rahman by virtue of knocking out an ATG Champion is definitely not the worst.
Ruiz may have been boring, but he beat quite a few decent fighters, and racked up a fair amount of title defenses so he's not the worst. Most boring maybe, but not the worst.
Wilder faced a lot of lackluster opposition, but put together a good run of title defenses so he's definitely not a candidate for weakest even of the last 20 years.

John Ruiz. He got the belt because of a gift decision. He was aided by Don King's corrupt promotion and had a row of paid-off refering and judging. He couldn't box, avoided fighting, pretended to be hurt illegally, for example, vs Holy and Haye, he lost to middleweight 2 times..

People under rate Ruiz all the time. He was super boring but he was very effective.

I thought he was lucky to get the draw in the 3rd Holyfield fight, and James Toney beat him only for the result to be reversed due to Toney having steroids in his system. Golota was another one he scraped by in. Very courageous comeback for Ruiz in that fight though after a horrendous start. That's probably the best John Ruiz fight I ever saw actually.

He avoided Tua like the plague after that. In my day someone calling themself a fighter sought to avenge a defeat.

One crucial group of Champions that all belongs at least in this conversation is any of the guys who never managed to make 1 successful defense of their title after winning it.
As far as the 0 title defenses Champions go. Off the top of my head we got.

If you're including all the cereal packet trinket holders, then the choice is too vast.
For every Michael Bentt, there's a Charles Martin, Frank Bruno or Bermaine Stiverne to consider.
If you're sticking to the lineal champions, then it's Marvin Hart, with a small side order of Leon Spinks.

Was this Okello fella Samuel Peter's little brother or something?
Weird that he fought 2 dudes named Peter in his 2 title defenses seeing as how it's not a particularly common last name.

Well if you are talking alphabet belts, TREVOR BRYAN , LUCAS BROWNE & RUSLAN CHAGAEV were all pretty ordinary, As were MANUEL CHARR & FRES OQUENDO.
