Why have USA State Title Fights Become Meaningless or Disappeared?

My great uncle was a California state flyweight champion in the 1950s and state titles used to be a decent way to offer stakes to lower-tiered fights and help build local gates. Nowadays, most club shows are just mismatch city where you try and get certain guys to world level even if they are really 3rd-tier talents.
Why have state titles all but disappeared or become meaningless and is there a way to bring them back? You look at places like the UK where it means something to be Southern Area champion or whatnot. Why couldn't that work to revitalize the club scene in the States?
