Stephen Fulton vs Marlon Tapales (2023)

As Fulton-Foster fight is right around the corner, the question that came to mind is - what if Fulton and Tapales would've faced each other for the Undisputed crown at super-bantamweight in 2023, instead of fighting Inoue?
Fulton was a WBC/WBO champ after a win over Figueroa and Tapales captured WBA/IBF championship with a win over Akhmadaliev.
Interestingly, Tapales was affiliated with PBC thru Sean Gibbons. And, of course, Fulton is a PBC fighter. So, I wonder why this fight didn't come off.
Who would've won?
