Daft question, but if the Toney fight was declared no contest and Ruiz is reinstated as champ, is he a 2 time or 3 time champ?

If there was no contest, he never lost the title. So he's still 2 time.

To all of the ***holes who want me out of the game...I'm back!" That's what heavyweight John Ruiz said after Team Ruiz was notified yesterday by the WBA that it has reinstated John "The Quietman" Ruiz as WBA heavyweight champion.
I think we should all be insulted by that remark

Sorry Bubi, but I don't think so.
I wish your lad well, but I think it will be a rare Ruiz stoppage win.

Eh? Ruiz has only managed one late stoppage in the last 5 years! now he knocks out a 330lb-er?

330 lb-er with an untested chin and UNPROVEN stamina. The two biggest tests for him folded, which was a shame because the rounds against better opposition would have done him good.
Ruiz might not be a huge puncher but he has hurt and backed up decent fighters like Rahman, Holyfield, and stopped Oquendo.
I'm sorry but I just think with his frame do not be surprised to see Valuev out on his feet by the 7th, and Ruiz getting to him a few rounds later.
Akinwande, Wlad both are huge heavyweights, both failed the Stamina test. Still not entirely convinced that Vitali's stamina is all that if he is not in control of the action.

do you think Ruiz has the stamina for a 12-round-wrestling-match with a guy who is 50 kilogramms heavier? I doubt that. IMO Ruiz doesn´t have the ability to win on points or to land more punches than Nicolai. IMO Nicolai will KO him between 7-10.
