There's nothing wrong with global hostility IMO, it's just that the current method of ranking a state's destructive force is corrupt. Every single inter-governmental organisation and multi-national corporation thinks it has the answer - tax credits, cheap labour, open discussions with heads of state. Bollocks. What we need is an objective and uniformed method of guaging state hostility. ie. score 2 points for each dictator within the last 100 years, 3 for an assasination attempt, 10 for a civil war.

And I hate the current trend for shitty tiffs blown up by the media and promoters to make it look like a proper war.

Tony Blair is going the right way for me to be honest. Starting fights at EU level before going on to face someone like America or Korea on the global scene is a clever move.
