I think billy conn debuted proffessionally at 14.

I'm pretty sure Manuel Medina made his pro debut when he was 14.
Marco Antonio Barrera was 16, I think. Clarence "bones" Adams was also 16 when he made his debut.
Those small guys are on another level when it comes to toughness and willingness to fight, that's for sure.
