HARRY SIMON - could he have given Hopkins a good fight?

Simon fought over here more than once, and his fight with Winky was broadcast over here. so i'm posting in this forum.
Simon was a strong guy, incredible fitness. not always the most skilled but he had a lot going for him, including heavy hands. was a WBO titlist in two divisions, beat world class guys like Winky and Cherifi, and hammered our domestic guys like Wayne Alexander and Lueshing.
I know Hopkins has beaten a lot of good fighters. Tito, Glen Johnson, Joppy, Holmes...but he gets criticised for some of his other opposition. the only guy i can think of he didn't fight was Simon. So, was harry a threat to him or not?
