BoxRec Forum Boxing Hall of Fame - rules

I'm going to steal an idea from a baseball forum I read, baseball-fever.com. They're voting in an alternate hall of fame to try and do a better job than Cooperstown in recognizing who are the greatest of the great in that sport. Now, I think that the IBHOF in Canastota is at least as controversial as it's baseball counterpart, probably even more so. Every year, people on boards like these bemoan the newest crop of dubious names that have been added to the roll. That's why I'd like to see who the residents of the BoxRec Boxers of the Past forum would select if they were allowed to vote for a more perfect Boxing Hall of Fame.
Here's how it works. Every month, we start a thread where people post their ballot for that month's election. We tally them up, and whoever gets named on at least 75% of the ballots is inducted into the Hall of Fame. The first few rounds don't provide too many surprises. Not too many people are going to argue against the first 50 or so inductees, but after that it starts to get more interesting. Voters find themselves lobbying for their choices, you see people gain and lose support from month to month, and it provides a platform to discuss the greats of the sport.
Of course, we're going to need some rules, so I'll steal some of those from b-f.com too, with specific modifications to suit the fight game.

Rules and Guidelines
Statement of Purpose
The BoxRec Boxing Hall of Fame (BRBHoF) is established to honor the greatest fighters in boxing history. boxrec forum members have the opportunity to voice their opinions on these subjects through a series of monthly elections through which the BRBHoF adds new members.
Voter Qualifications
Voters must be members of the BoxRec forums in good standing and must consent to adhere to the rules laid out herein.
Types and Frequency of Elections
There will be elections of retired fighters for induction roughly every three months. Each election begins with the announcement of a new ballotting and ends on a specified date. The results are then tabulated and posted in a timely fashion.
Candidate Eligibility
Any fighter that has been retired for at least ten years is eligible. For example, in 2006, we can elect anyone who's last fight occured in 1995 or before. Use their record on the BoxRec database to confirm the date of their last fight.
Assembling a Ballot
Voters are instructed to consider all eligible candidates for each ballot. Fighters should be considered based on their performance and accomplishments in the ring.
Do not rank the fighters in order, please just list them alphabetically. No one gets any extra points for being ranked higher than another, we are simply counting how many total ballots each fighter is named on.
Voters should list the 25 fighters most deserving of election. If a voter feels there are fewer than 25 candidates deserving of election, then he (or she) may list as many as he feels are deserving.
All legal ballots will be tabulated at the end of the voting each month. Candidates who are named on 75% or more of the ballots will be inducted into the Hall that month. If there are number of ballots submitted for which there is no whole number representing 75%, the closest number of ballots to 75% without going over will be considered worthy of induction (for example, in the April election, 11 ballots were submitted. 9 votes would represent 82%, and 8 would represent 73%, therefore 8 ballots were the minimum requirement for induction in that election).
Explanation of Ballots
It is suggested that any discussion of candidates and/or ballots occur in the Discussion Thread (this one right here). This ought to help other voters, who are less familiar with the many eligible candidates. Make your best case for each candidate as concisely as possible while still supporting your argument.
