The records here in the database list Arizmendi as first. I was pretty certain that it was Battling Shaw, but looks like I was wrong.

The answer according to the Ring Boxing encyclopedia and record book, is CHALKY WRIGHT. Born in Durango Mexico,Wright won the world Featherweight Title from Joey Archibald on Sept. 11 1941 by K.O in 11 rounds.

I'm not surprised ........ but Arizmendi and Shaw were both before Wright.
In fact, I'm pretty sure it's been discovered recently that Wright wasn't actually born in Mexico either.
