Bobby Boogaloo Watts. Ducked?

He never got a shot at the title even after wins over Hagler, Willie Monroe and Cyclone Hart. I know Marvin bombed him out in their rematch, but it seems as though he may have been avoided. Anyone have any info on him or seen him fight?
