Edwin Valero is banned from boxing in the USA, so where else is he banned from?, could he box over here?

So could this happen? if your the No1 contender and your promoter wins the bids , then all he has to do is want to stage the fight in the US, Valero would get stripped and your boxer could face a far easier foe for the title.
