Why were so many of his bouts ruled as No Contest?

Decisions were illegal in many states during the majority of Greb's career. Since many of Greb's bouts went the distance because of his lack of power, they went the distance. The No-Decision laws were put in place because of gambling influences and because boxing hadn't recieved acceptance from the state legislators of the day.
